Downloaded setups are a useful start and a terrible destination: what transfers, what does not and how to turn somebody else's file into your own.

A downloaded setup is the answer to a question somebody else asked, and the question included their braking, their throttle application and their tolerance for a nervous rear. It is worth having as a starting point precisely because you should not stay there.
What a setup actually encodes
Half of it is the car and half of it is the driver. Tyre pressures and camber respond to the circuit and the load, and those transfer. Differential settings and brake bias respond to how the driver applies throttle and how deep they brake, and those transfer badly.
The published effects make the split visible. The setup guide notes that a moderate amount of rear brake bias makes the car rotate at corner entry upon brake release, which is fast for a driver who wants that and unmanageable for one who does not. The same file produces a different car in different hands.
Count what actually carries over. Of roughly 20 values in a typical setup file, 2 are wing angles and 6 are gear ratios that answer the circuit, 8 are tyre pressures and camber that need checking against your own load, and 4 describe the driver. So about 40 per cent transfers unchanged, 40 per cent needs verifying in 5 laps, and 20 per cent should be redone from scratch over your first 2 sessions.
And the driving style is invisible in the file. A differential set for a driver who opens the throttle progressively will spin the inside wheel for a driver who snaps it open, and nothing in the numbers tells you which kind of driver made it.
What to keep and what to redo
Keep the aerodynamic settings and the gear ratios. Both are answers to the circuit rather than to the driver, and a wing angle chosen for the corner count and straight lengths of a specific track is as valid for you as for the person who chose it.
Redo the tyre pressures immediately. Pressure follows load, and load includes your fuel strategy, so a setup built around a two stop race is carrying pressures for a fuel load you may not run. Set cold, run five laps, read hot, adjust.
Redo brake bias and differential over your first two sessions. These are the settings that describe the driver, and using somebody else's is the fastest way to conclude that a perfectly good setup does not suit you.

Turning it into your own
Drive it unchanged for twenty laps first and write down the two things you dislike most. Not five, two, and named specifically: understeer at mid corner in turn 4, instability under braking into turn 9. Those two sentences are your whole work list.
Then change one setting per problem, in the order the guide implies: tyres first, then the adjustment that targets that phase of the corner. Camber for mid corner, bars for overall balance, dampers only for transitions.
And keep the original file. After four sessions of changes it is easy to end up slower than the download, and having the original means the comparison is one lap away rather than a rebuild.
Where downloaded setups genuinely help
As a sanity check on your own work. If your setup and a fast driver's differ by a factor of two in some value, one of you has made an error, and finding out which is worth an evening.
And as a way into an unfamiliar car. A setup for a car you have never driven removes a day of guessing at a starting point, and the practice session weight of 0.50 against a race at 1.00 means the right place to test it is a practice session rather than your first race in the class.
